What are the requirements to ship/sell Li Ion portable batteries in India?

India requires Registration of portable cells and batteries for customs clearance and sales in India.

India requires registration of Li ion cells and batteries in accordance with IS 16046-2 (IS 16046-1 for Nickel as well).  A separate registration is required for the component cells as well as the battery pack.   Use of an in country representative (Authorized India Representative) will be necessary as well as testing at an approved in country lab.  There is a marking required which must include the standard reference as well as the R-number provided when the cell or battery completes registration.  India will consider changes to the named factory, manufacturer or brand of the cell or battery to be a new product and require a separate submittal.  Shipping batteries for testing in India can be very difficult and will need to involve the AIR and lab personnel to clear customs.  The registration process can take 2-3 months and requires 25 batteries and/or 45 cells.  The registration is valid for 2 years and there is a market surveillance process in that time.
